ioilib test program

tech demo for making sure ioilib works on other people's machines

Requirements:

Windows: Windows 7+ and a working Vulkan or OpenGL driver

Linux: Distro from 2023 onwards (glibc 2.34, glibcxx 3.4.26) that runs Wayland (X11 is not supported, use gamescope if you can't switch environments) and has a working Vulkan or OpenGL driver.

On Linux, if you get no image, you may consider using vulkan-swrast. You can also try forcing the OpenGL backend by setting the "IOILIB_BACKEND" env variable to "opengl"
